Blowing fuses on HID kit

About 2 years ago, I installed a Philips HID kit on my car. It worked fine, but recently I've been blowing fuses. At first, it would run fine for a while, and maybe the 2nd or 3rd time I would turn on the lights, the fuse would blow. Now it tends to blow the first time, every time. The lights themselves still work.
It's a kit that runs a positive line from the battery to a relay, to a fuse box and then to the ballasts/bulbs.
Could it just be a bad relay?

a bad relay or maybe the wire got pinched and made the sleeve of the wire is bare? check it out with a multi meter

before and after the relay.
